During HV switchboard isolation, you've racked out the breaker and proved it dead. Why must you still apply portable earths before touching the busbar?
Because "proved dead" only confirms the moment of testing. HV systems retain residual capacitive charge, and parallel circuits or long cable runs can carry induced voltage from nearby live conductors. Portable earths provide a permanent, visible discharge path and a guaranteed point of safety for anyone working on the busbar.
